Energy Independence Is an AI National Security Strategy. The U.S. Is Treating It Like an Infrastructure Problem.

The AI race with China runs on electrons. Every frontier model trained, every inference request served, every data center brought online requires one input above all others: reliable, abundant, cheap electricity. Compute requires power. Power requires infrastructure. Infrastructure requires a national commitment that transcends administration cycles, lobbying skirmishes, and permitting backlogs. The country that solves this equation at scale wins. The country that debates it in committee while an adversary builds wins it by default.

China is building.

The Numbers No One Is Treating With Sufficient Urgency

U.S. data centers consumed 183 terawatt‑hours of electricity in 2024, more than 4% of the country's total electricity consumption, roughly equivalent to the annual demand of the entire nation of Pakistan. By 2030, that figure is projected to grow by 133% to 426 terawatt‑hours.

The electricity required to power AI data centers is expected to double or triple in the coming decade, straining infrastructure that is already under pressure. Most of the U.S. grid was not built for this moment.

Training a single frontier AI model will soon require gigawatts of power, and the U.S. AI sector will need at least 50 gigawatts of capacity over the next several years.

These are not projections to be managed over time. They are a countdown. American capital markets are funding AI at a pace Beijing cannot match with state investment alone.

American capital, sitting behind a permitting backlog and an aging grid, does not train models. It waits.

China Understands What Washington Is Still Debating

Beijing runs one integrated national competitiveness strategy, and energy infrastructure is the enabling layer for everything else in it.

Beijing's rapid energy infrastructure buildout is its secret AI superpower, according to Bloomberg. In 2026, China is doubling down on its open‑source AI strategy to influence the world's AI infrastructure, with several major U.S. tech companies already using Chinese large language models in their applications.

Beijing's doctrine is coherent and deliberate. China is running a whole-of-system strategy where education, capital, regulation, and industrial policy are aligned around long-term competitiveness, harnessing private companies to advance the Chinese Communist Party's goal of dominating every critical technology supply chain.

The recent string of discoveries of "kill switch" capabilities implanted in U.S. critical infrastructure and attributed to China reveals Beijing's intent to weaponize infrastructure for sabotage.

The "All of the Above" Imperative

Energy independence in the AI era demands simultaneous deployment across natural gas, nuclear, renewables, and geothermal, at speed, inside a permitting and regulatory environment that treats grid expansion as the strategic priority it is.

The Department of Energy's "Speed to Power" initiative is framed as a federal effort to accelerate large-scale generation and transmission development to win the AI race. This is a direct signal that electricity abundance is now being treated as a matter of global economic competitiveness and national security interest.

The framing is right; the execution needs to match it.

Natural gas is projected to continue supplying the largest share of energy at data centers through 2030, but nuclear power could eventually play a larger role. According to the Pew Research Center’s analysis of IEA data, natural gas supplied over 40% of electricity for U.S. data centers as of 2024, and nuclear energy’s share is expected to grow.

Oak Ridge National Laboratory's newly formed Next Generation Data Centers Institute will conduct research across thermal management, power system architecture, grid integration, security, and operational load management, with the explicit goal of ensuring America's rapidly growing AI infrastructure remains secure, efficient, and reliable.

The binding constraint here is regulatory and political will. Interconnection queues run years long. Transmission permitting moves at a pace calibrated for a world that no longer exists. The competitive environment operates on a different clock.

Sen. John Fetterman put it plainly in pushing back against calls for a data center moratorium: "I refuse to help hand the lead in AI to China. The AI chassis can either come from China or the USA. That's an easy choice."

That binary is correct. The policy environment needs to move like it believes that.

What This Means for Every Company in a Regulated or Politically Exposed Sector

The energy-AI nexus is generating a new category of political risk that belongs on board agendas today.

Data center construction is facing local opposition, state-level moratorium proposals, and rate-increase backlash from residential consumers. In the PJM power market, the extra demand from new data centers is estimated to have added $9.3 billion to capacity costs for 2025 and 2026, translating into roughly $18 more per month on the average residential bill in some markets.

Microsoft has warned investors that community opposition is now a material risk for its data center expansion, as residents organize around concerns like higher bills, noise, truck traffic, and water usage.

For energy companies, utilities, AI infrastructure developers, and any enterprise with supply chain exposure to data center buildout, the political and regulatory environment surrounding energy independence is an active influence environment being shaped right now by actors who understand the stakes and actors who do not.

Companies that build durable operating positions here are the ones treating narrative, coalition, and regulatory engagement as part of the infrastructure investment, positioned before opposition organizes, before the legislative window closes, before the narrative gets written by someone else.

The Strategic Stakes

Under the paradigm of compute equals power equals national strength, time-to-power will determine AI competitive returns.

The United States has the capital. It has the talent. It has the innovation ecosystem. The remaining variable is the political and regulatory infrastructure to deploy energy at the speed and scale the AI competition demands.

China is building that infrastructure. Beijing is not waiting for anyone's permitting backlog to clear.

Energy independence is the precondition for AI independence. AI independence is the precondition for a national security posture that does not leave critical infrastructure leveraged by an adversary that has already demonstrated the intent to use it.

The window to build is open. The competitive timeline is not.
